Position Description
Reporting to the Vice President for Student Affairs, the Director of Testing and Accommodative Services (TAS) is responsible for managing daily operations, services, and staff. TAS administers placement testing, academic departmental exams and assessments, oversight of proctored testing for students with approved accommodations, certification testing, and revenue-generating exams. The director is also responsible for providing administrative oversight and coordination of legally mandated services and specialized support in accordance with Americans with Disabilities Act (ADA), Sections 504 and 508, and the Americans with Disabilities Act Amendments Act (ADAAA) for students with a wide range of disabilities. The Director works in collaboration with BCCC faculty, staff, and external partners to meet the needs of a variety of constituents by providing services that comply with Baltimore City Community College (BCCC) policies and procedures, state and federal regulations, and the requirements of contracted testing services for the BCCC Community.

The Director of TAS serves as a member of the Student Affairs Leadership Team (SALT), contributes to Strategic Enrollment Management (SEM) planning, and is responsible for the implementation, integrity, and successful execution of testing policies, procedures, and guidelines. Further, the director works in collaboration with various campus entities such as Admissions, The Student Success Center, Information Technology, the Division of Academic Affairs, Workforce Development and Adult Basic Education, and others. The Director of TAS must be well versed in ensuring quality customer service and delivery of proper testing to a diverse student population. The department participates in strategic initiatives to support enrollment goals, overseeing quality assurance activities, and sharing responsibility in working with an integrated student information system.

Duties

  • Manages daily operations, including scheduling, proctoring, tracking data, and maintaining computers within the testing center;
  • Provides oversight of intake of requests for accommodations and data regarding students registering with accommodative services;
  • Supervises, trains, schedules, and evaluates all departmental staff including the Testing Center Specialist, TAS Coordinator, and all proctors;
  • Develops relationships, maintains partnerships, serves as lead testing administrator, and ensures compliance with external agencies, institutions, and businesses regarding testing;
  • Provides consultative assistance, training and/or technical assistance to the campus community on issues and policies related to testing and disabilities, including increased awareness and best practices;
  • Provides students with orientation to accommodative services within the College environment by providing information on services, resources, rights, responsibilities, and channels for requesting and acquiring assistance;
  • Delivers disability-related, counseling, support, guidance, and advocacy to students with disabilities in their transition and adjustment to BCCC;
  • Develops, reviews, and recommends policies to ensure compliance with federal regulations and provisions of the Americans with Disabilities Act as Amended (ADAAA) and Section 504 of the Rehabilitation Act of 1973;
  • Maintains an effective case management system for students with approved accommodations including case tracking, review, and analysis;
  • Responsible for the acquisition, maintenance, and coordination of the use of adaptive equipment, technology, and software;
  • Maintains the department’s website and presence on the student portalÍž
  • Ensures the College’s alignment with best practices in testing, disability services, national testing associations, and state affinity groupsÍž
  • Serves as the ADA Coordinator and compliance officer for section 504 with respect to student complaint and campus accommodations;
  • Serves as liaison to faculty and administration in all areas of testing.
  • Oversees the budget of the department;
  • Ensures BCCC’s compliance with testing standards set by Middle States, MHEC/MD legislation, Family Educational Rights and Privacy Act (FERPA), Americans with Disabilities Act (ADA) guidelines, National College Testing Association (NCTA) standards, and Maryland College Testing Association (MCTA) standards;
  • Models and trains staff to provide high-quality customer service, effective testing administration, test score summaries, accommodative services, and academic support for diverse populations of faculty, college administrators, students, paid customers, and visitors;
  • Provides information and resources about accommodative services, testing procedures, related BCCC policies, and test-taking preparation for the college community and the public;
  • Serves as a campus resource for the interpretation and assistance with implementation of the Americans with Disabilities Act (ADA), the Rehabilitation Act, and other disability related topics to faculty, staff, and administrators;
  • Collects and analyzes customer satisfaction, usage, placement, outcomes assessment, and related data to improve Testing Center services;
  • Collaborates with IT to assure the proper maintenance, viability, and functioning of technologies needed to administer, report, and monitor testing services;
  • Provides or arranges for the provision of/or supervises the production of textbooks in alternative formats;
  • Collaborates with the Vice President of Student Affairs, faculty, staff, and external stakeholders to share data and apply academic placement policies and procedures to enhance student intake experiences, success, persistence, and completion;
  • Serves as a subject matter expert in academic placement testing and college readiness on college, statewide, and other related committees.
  • Presents contracts/partnerships with external businesses, community leaders, and testing companies to support the testing needs of BCCC and generate supplemental college revenue;
  • Manages the collection, security, and accounting of fees and contract revenue collected by the Testing Center;
  • Performs other duties as assigned.

  • The successful candidate will possess a minimum of a master’s degree in a related field.
  • The individual must have a minimum of seven (7) years of progressively responsible experience in Testing, Accommodative Services, or a similar field within Higher Education.
  • The successful candidate will have a minimum of five (5) years of supervisory experience.
  • Career experience should have demonstrated progressive responsibility in the areas of Accommodative Services or Testing administration.
